Feasibility Study to Business Plan
How It Began
Local performing arts groups faced the same challenge: finding suitable spaces to rehearse,
teach, and perform. Representatives from theatre companies, choirs, music studios, dance
groups, and arts educators formed a working group to explore whether a dedicated venue was possible.
In 2024, the group secured BC Arts Council funding for a comprehensive feasibility study led by Warmland Strategy.


What We Learned
Economic, Social, and Educational Return
Economic: Arts and culture add $78M annually to the Cowichan Valley, with every dollar spent at the Playhouse circulating
3-to-5 times through local businesses.
Social: Local volunteerism valued at $300K/year strengthens community connection and supports mental-health through arts participation.
Educational: Hands-on training in lighting, sound, front-of-house, and stagecraft builds transferable skills for creative and
hospitality sectors.
The feasibility study engaged more than 100 performing arts organizations, groups, and creative businesses across the Cowichan Valley, along with planners, municipal leaders, and arts administrators.
